Become a Referee

Congratulations on taking the first step to becoming a referee!

Refereeing soccer can be any or all of the following:

  • A part-time job with excellent earning opportunities.
  • Potential to advance as a referee — CPL, National, FIFA, and beyond.
  • A rewarding way to give back to the game.
  • A way to stay physically fit.
  • An opportunity to learn life skills such as organization, time management, and leadership.
  • A way to stay involved in great soccer.

The Game Needs You — Become a Referee!

NEW "District" REFEREES

All new referees must complete 3 essential steps to be approved by the MSA. New referees must be 14 years of age by March 31 each year.

Step 1) Complete the 7-hour online education modules administered by Canada Soccer, available for $30 here: Canada Soccer Shopify Store

Go to the “Referee Education” tab and select “Referee Course - Entry-Level.” Once paid, you will receive a SmarterU access key to register and take the course.

* Modules may be completed one at a time; a 7-hour block is not required.

* Be sure to save your PDF certificate upon completion. You may be required to submit this certificate when registering for an in-person clinic.

Step 2) Once in-person clinic dates are confirmed, those who completed the online course will receive an email to register for the in-person MSA clinic. This is a one-time, 8-hour clinic and costs $40.

* If you completed the online training and did not receive next-step instructions, please email dtruong@manitobasoccer.ca.

Step 3) You will be provided instructions to register for a fitness test. ALL REFEREES aged 14 or older on March 31 MUST pass the fitness test required for their classification before approval.

Step 4) After completing all requirements, you will be approved for the upcoming season. The final step will be completing the annual registration.

RETURNING "District" REFEREES

For returning referees, there are 2 required steps for re-approval:

Step 1) Complete and pass the fitness test associated with your classification. This is required annually for ALL referees aged 14 or older on March 31.

* Returning referees receive instructions to register for their fitness test via email.

Step 2) Annually attend a two-part “refresher clinic”:

• Part 1: A one-hour Zoom session covering updates to the Laws of the Game and RAMP administrative processes.

• Part 2: A two-hour in-person practical session reviewing the essentials of refereeing.

FOR 2025/26: MSA is finalizing logistics for the 2025/26 refresher clinics. You will receive an email to register soon.
